Around 32,000 Scottish personal licence holders have yet to comply with compulsory refresher training legislation with only four weeks until the first deadline

The British Institute of Innkeeping (BII) Scotland has warned that thousands of licensees face having their licences revoked and their premises closed if they fail to meet the upcoming deadline for compulsory refresher training on August 31st.

Publicans and other personal licence holders in Scotland must now by law complete refresher training by the 5-year anniversary of the granting of their personal licence or face having their licence revoked, and only just over 20% of them have so far completed the course, with the first wave of deadlines about to hit in August.

There are around 40,000 personal licence holders in Scotland currently, and according to BII Scotland records only 8,200 have so far completed the course – and with courses filling up by the hour licensees are being urged to act now.

BII Scotland Chairman Stephen McGowan warned: “The reports that take up of the refresher training course are only around 20% are frightening to say the least. The licensed trade must take immediate action to ensure all personal licence holders book a course urgently. There is only a matter of weeks to go before it will be too late and a last minute rush is bound to leave training providers struggling to find places. The deadline for sitting and passing the course is 31 August 2014 for tens of thousands of personal licence holders. The time for procrastination is now long gone and although the trade is focused on a busy summer with lots of sporting events and festivals they must not lose sight of this.

“Be in no doubt that livelihoods and businesses are in serious jeopardy with affected personal licence holders facing possible loss of employment, a 5-year ban on reapplying, and the closure of premises. Action must be taken now - book your course as a matter of extreme urgency.”
