ARS Releases Framework For Congress To Reduce Gun Violence In The Aftermath Of The Las Vegas Shooting

October 5, 2017 — Following the deadliest shooting in modern American safety, Americans for Responsible Solutions, the gun violence prevention organization founded by former Congresswoman Gabrielle Giffords and her husband, combat veteran and retired NASA astronaut Captain Mark Kelly, released a legislative framework for Congress to consider that would help make our communities safer from gun violence. While no one gun law will prevent every shooting, if Congress is interested in taking urgent action to address bump stocks as an initial response to the Las Vegas shooting, here is the framework we propose:

  • Banning the future manufacturing of bump stocks;

  • Banning the transfer of bump stocks in current circulation from one person to another;

  • Requiring existing bump stocks that are already in circulation to be registered to their current owner under the National Firearms Act;

  • Dedicating additional resources to ATF to enforce our nation’s gun laws and deal with a surge in NFA weapons applications;

  • Requiring gun stores to report multiple sales of all firearms, not just handguns, to ATF.

“As our nation continues to mourn the tragedy in Las Vegas, it is, of course, important for our elected officials to examine all aspects of the shooting – including the role of bump stocks – and take responsible steps to make sure that no one can ever repeat this week’s tragedy. Over the past several days, we have seen Democratic and Republican lawmakers speaking up about the dangers extremely lethal weapons pose when they fall into the wrong hands, and express an openness to taking careful steps to help prevent the likelihood of future senseless tragedies. If Congress is interested in taking urgent action to address bump stocks as an initial response to this horrific tragedy, we advise restricting the current and future manufacture and transfer of bump stocks and similar devices designed to speed up the rate of gunfire. Congress should also surge millions of new dollars into federal firearms oversight and enforcement, and give ATF and the FBI the tools they need to keep our families and communities safe. 

“Additionally, we need to be focused on preventing future acts of gun violence and saving lives. Congress needs to be stronger than just focusing on yesterday’s headlines. We can do that by passing universal background checks on gun purchases, funding violence intervention programs, and funding public health research into the causes of and solutions to gun violence, which claims nearly 100 lives daily. 

And we need to draw a line in the sand. Lawmakers must defeat bad legislation that puts the profits of the gun industry before the safety of our communities. To that end, we oppose bills that would deregulate the sale of silencers and federally mandate concealed carry reciprocity, which would allow more people to carry guns with no oversight or standard for training.
