A "Gray Market" has fueled an underground industry of vulnerability discovery and exploited code development.  Unfortunately, this movement has become wide-spread and prolific.  Botnets, Trojan horse programs, passwords, and account information are all for sale on the Internet alongside personal and financial information.  This panel discussion will highlight the size and scope of this underground industry and showcase ways government organizations can discover vulnerabilities in order to suppress the growth and exploitation of this "underground economy."
