The Public Sector Industry Leadership award recognizes a government, education or healthcare institution whose innovative use of technology in their business delivers measurable benefits to their organization.  Nominations are reviewed based on quantifiable business benefits, innovation and vision around implementation, business process improvements and use of technology.  Lanac Technology, a Microsoft Software Partner in Chicago provided project management and coordinated the winning solution featuring Altec’sdoc-linkdocument management solution integrated with Microsoft Dynamics GP. This innovative solution provided Cook County Clerk’s Office the business benefits, process improvements and technological advances to earn this coveted award.

Cook County Clerk’s Office handles vital records, overseeing some 24 million documents of people who were born, married or died in Cook County.  As the second largest county in the nation,doc-link’s ability to provide storage and instant retrieval of digitized versions of these vital records was immediately recognized.  Before implementingdoc-link, retrieving documents from the Bureau of Vital Records was cumbersome, requiring the manual search and retrieval of all records.  “I believe in doing a good job and delivering excellent customer service,” says David Orr, who has served as the clerk of Cook County since 1990.  “It used to take an hour to get a birth certificate.  Now it takes a minute.  People tell us they cannot believe how good our service is.  I like to prove to people that government offices don’t need to be cold and inefficient.”

Another challenge facing Cook County was overseeing several departments running disparate systems.  Issues became evident during the payment of tax bills, which was previously a 100 percent manual process, and since no two systems in the procedure chain were integrated, the process was slow, paper driven and required repetitive and error-prone data entry.  The tight integration betweendoc-linkand Dynamics GP streamlined their processes, eliminating additional data entry and the attendant errors and bottlenecks.  In addition,doc-link’sworkflow solution improved department efficiencies by automatically routing digitized documents to the appropriate end user, and giving visibility to the status of any document at any time.

Overall, withdoc-link, the Cook County Clerk’s Office has experienced a 20 percent reduction in processing costs in less than one year which averages out to an annual savings of between $350,000 and $400,000. Additionally, the county plans to utilize the solution to generate an entirely new revenue stream with online genealogy records.
