LEXINGTON, Ky., Wednesday, October 26 — Consolidation, budget, governance, health care and cloud computing are among the most critical policy or technology issues to be faced by state government in 2012, according to state CIOs surveyed by the National Association of State Chief Information Officers (NASCIO). The prioritized list is available for download on NASCIO’s website atwww.nascio.org/publications.


NASCIO, which represents state chief information officers and information technology executives from the U.S. states, territories, and the District of Columbia, conducts the survey annually to identify the top ten strategies, management processes and solutions for states, as well as top priorities in technologies, applications and tools. Changing priorities emerged in this year’s survey, including governance, which received greater attention. Portal and mobile services have joined the list of top strategies this year, reflecting an emphasis on states’ expanding online portfolio of services, and the reality of growing mobility demands among the state government workforce and citizens.


“With continued economic stress, budget reductions and 25 new CIOs, state IT governance becomes even more critical,” said NASCIO president and Oregon chief information officer Dugan Petty. “Tough times require smarter decision making. Decisions for cutting as well as investing will need to be made with an ‘enterprise perspective’ and will need to be carefully evaluated and even defended through appropriate governance and analytics.”


According to NASCIO, as state government continues to deal with the economic realities of the current fiscal crisis, state CIOs are working diligently to evaluate technology and business process innovations to reduce costs and gain efficiencies. CIOs are working together to share ideas, while demands for government services by citizens continues to increase. The current lineup of priorities reflects the dynamics of the current economy, the drive for optimization across government operations, and the criticality for information sharing and interoperability of public safety agencies within and across jurisdictions. 




“The priorities this year are comparable with last year. State CIOs are facing the same budget challenges this year, and recovery is slow and uneven across the states,” said Doug Robinson, NASCIO’s executive director. “There will be continued emphasis on the consolidation agenda, and greater emphasis on mobility and sharing of IT resources through cloud computing strategies.”

 

NASCIO utilizes the annual list of priorities to develop strategic areas of focus for the coming year, formulate new committees and working groups, and plan NASCIO conference sessions and publications.
