High Speed Rail of California (HSRC) has launched a RocketHub funding project to offer Disabled Veteran Owned Businesses services for one full year for free. This project will provide a total of two hundred Disabled Veteran Business Enterprises (DVBE) complete California Certification as well as Keyword verification, Contract Matching, Bid Preparation and Marketing Development services.

HSRC, a privately held company based in Fresno, California provides Certification, Profile identification, Contract Identification, Bid Preparation and Marketing Development Services to Small Businesses (SB). The primary effort is focused on assisting Small Business in securing contracts with the California High-Speed Rail project.

Over $500 Million in Small Business Contracts

The California High-Speed Rail will begin construction in the San Joaquin Valley section with Package #1 budget of $1.5 -$2.0 Billion dollars. The California High-Speed Rail Authority (CHSRA) has mandated that fully 30% or at least $500 Million of this budget is to go to Small Business. "Small Businesses" are organizations with less than $14 Million in annual revenue. Further, the CHSRA has charted 3% of this budget to be allocated to Certified DVBE's. This RocketHub fund and the pledge by HSRC is intended to quickly increase the number of Certified DVBE's and to provide them services for one full year.

"The critical point is that this is only Package #1 of the California High-Speed Rail" Ochinero underscored "the whole project has a current estimated budget of nearly $70 Billion and these same Small Business percentages hold for the entire effort. Contributions here potentially provide for the success of Veteran-Owned Businesses for decades".

Public-Private Partnership

John Ochinero, President of HSRC has indicated that their long-term goal is to Certify and provide services to over 1,500 DVBE's in California-this will nearly double the total number of Certified Disabled Veteran-Owned Businesses in the State. "The California High-Speed Rail Authority has shown outstanding leadership by mandating that Small Business have a very large seat at the HSR construction table" Ochinero stated "They continued this vision by leveling the playing field for Small Businesses owned by Disabled Veterans. HSRC's goal is to have every Small Business capitalize on this fantastic opportunity".

Ochinero went on to say that Small Businesses are too busy and lack the resources to screen available contracts, conduct a ROI analysis or prepare and track the bid. So HSRC will efficiently offer these valuable services to Small Business. "Less than one percent of California Small Businesses participate in State rail opportunities. We can and will increase the number of success stories, but we need the public's help. We are hopeful that concerned citizens and particularly successful California Businesses will contribute to this fund".

Recognition and Marketing for Funding Participants

Funding opportunities start at $150.00 and there are a wide range of gifts and benefits that range up to placing business logo/links on the HSRC web site and participation in HSRC State-wide events. "Every person or business that contributes to our efforts on behalf of the Veterans will be recognized" said Ochinero.

Ochinero drove home the point by saying "Our business plan charts a path to work with nearly 50,000 Small Businesses over the next five years. By participating in this funding effort at the ground level you show commitment we will make sure that the Small Business community knows you were there at the beginning".
