Mr. Elander is a former Emergency Management Coordinator in Vermont, a retired Disaster Assistance Employee for the Federal Emergency Management Agency (FEMA), and former Hazard Mitigation Consultant to the New Hampshire Office of Emergency Management. He has prepared parts of the Vermont and Bennington County emergency management plans as well as hazard mitigation documents in New Hampshire. "Turning the Tides" is a semi-autobiographical tale of the author’s experiences on behalf of the Israeli government by providing intelligence information and fighting threats to both Israel and America.
