Harold H. Shaw Named Special Agent in Charge of the Intelligence Division at the New York Field Office

Director James B. Comey has named Harold H. Shaw as the special agent in charge of the Intelligence Division at the New York Field Office. In this role, he will be responsible for ensuring the integration of intelligence throughout operations and collaborating interoffice efforts to establish investigative priorities. Since April 2013, he has served as a section chief and deputy director for law enforcement at the CIA’s Counterterrorism Center (CTC) as a liaison between the FBI and the CIA.

Mr. Shaw joined the FBI in 1999 and was assigned to the New York Field Office. He worked as a member of the Joint Terrorism Task Force (JTTF) and investigated a variety of international and domestic terrorism matters, including the USS Cole bombing. Following the September 11, 2001 attacks, Mr. Shaw served as a case agent and actively pursued leads tied to the attacks for the next two years.

In 2003, Mr. Shaw was promoted to FBI Headquarters in Washington, D.C. as a supervisory special agent and was detailed to the CTC. In this role, he served as one of the first liaison officers between the FBI and CIA and managed interagency relationships and fostered closer cooperation on a wide spectrum of international terrorism targets, specifically coordinating counterterrorism operations during the Iraq War. He later served as the deputy director for law enforcement for the CTC-International Terrorism Department.

In 2005, Mr. Shaw was promoted to field supervisor in the New York Field Office and oversaw a JTTF squad responsible for international terrorism matters relating to the Middle East. In 2007, Mr. Shaw led efforts to establish the first JTTF squad not centrally located within New York City, which enhanced the FBI’s presence and intelligence exchanges with partners in the six northern counties outside the city. He received the Director of National Intelligence Meritorious Unit Citation for his squad’s work on an international terrorism case.

In November 2011, Mr. Shaw was promoted to assistant special agent in charge of the FBI New York Field Office’s Counterterrorism Division. He provided program management for the Counterterrorism Division’s International Terrorism Program and leadership and oversight for multiple counterterrorism and threat response investigations that resulted in a number of successful terrorism disruptions.

Preceding his appointment to the FBI, Mr. Shaw earned a degree in communications from Norwich University and served as an officer in the United States Army.
