ICBA Grows Advocacy, Member Relations and Marketing Departments with New Hires

Washington, D.C. (July 30, 2018)—The Independent Community Bankers of America® (ICBA) today announced three new hires. David “Chip” Bartlett will serve as vice president of congressional relations, Sean Murphy as vice president of member relations for the Midwest region, and Leela Vosko as director of marketing engagement.

“We are pleased to welcome such talented, dynamic and experienced professionals to the ICBA team,” said Terry Jorde, ICBA senior executive vice president and chief of staff. “ICBA is privileged to have such a highly capable and dedicated staff, which is committed to our mission of creating and promoting an environment where community banks flourish.

As a member of ICBA’s congressional relations team, Bartlett will help advocate ICBA’s policy positions with legislative and regulatory policymakers on issues ranging from community bank regulatory relief to Bank Secrecy Act and Anti-Money-Laundering. Bartlett brings a unique perspective, having worked as a banker, state bank examiner, and most recently, as senior legislative assistant for Rep. French Hill (R-Ark.). He holds a Bachelor of Arts in communications from the University of Arkansas.

Murphy replaces David Hibbs, who is retiring in August after 16 years of service to the community banking industry. As an ICBA member relationship officer in the Midwest region, Murphy will offer community banks guidance on how ICBA can help their bank grow and prosper through advocacy, innovation, education, and products and services. Murphy has more than 20 years of sales experience serving financial institutions throughout the Midwest and western United States. He most recently served as a strategic account manager for FIS. He holds Bachelor of Business Administration degrees in finance and quantitative analysis, along with a Master of Business Administration from the University of Wisconsin.

As a member of ICBA’s marketing and communications team, Vosko will help align ICBA’s message across the organization to deliver creative and impactful campaigns that further advance ICBA’s member engagement objectives. Before joining ICBA, Vosko was manager of marketing and communications at the Emerging Markets Private Equity Association. She holds a Bachelor of Arts in literature with a concentration in journalism from The New School.
