Report recommends hard limit on state spending growth
AUSTIN – The Texas Public Policy Foundation joined its allies in the Conservative Texas Budget coalition yesterday in the release of The Conservative Texas Budget. The report recommends capping the growth of state funds and all funds for the 2016-17 biennium at 6.2 percent. The Foundation’s Talmadge Heflin, Director of the Center for Fiscal Policy, and Dr. Vance Ginn, Center for Fiscal Policy Economist, discussed the spending-growth limits at a press conference held on Tuesday at the Foundation offices.

The Honorable Talmadge Heflin is Director of the Center for Fiscal Policy at the Texas Public Policy Foundation. Heflin served 11 terms in the Texas House of Representatives and chaired the House Appropriations Committee in 2003, leading the Texas Legislature’s successful efforts to close a $10 billion budget deficit without a tax increase.
Vance Ginn, Ph.D., is an Economist with the Center for Fiscal Policy at the Texas Public Policy Foundation. The Texas Public Policy Foundation is a non-profit, free-market research institute based in Austin.
