ARIS Platform helps researchers to ensure that local governments effectively manage a pandemic

A pandemic is generally an outbreak of disease that spreads quickly and infects a large number of the population. This poses a risk to companies and public organizations as they may find it difficult to function due to the high rate of employee absenteeism and illness. As part of the "Research for Civil Security" program, the Federal Ministry of Education and Research is assisting the German government with a joint project, whereby IDS Scheer AG, the city of Dortmund, IBM Deutschland GmbH, Ulm University Medical Center, the University of Paderborn and the Robert Koch Institute are developing a contingency plan to be used in a variety of different crisis situations.
The city of Dortmund will be the pilot for this initiative; the resulting contingency plan can later be re-applied to other local governments, organizations and companies in Germany. IDS Scheer AG will be developing the process map using ARIS Business Architect to identify the core processes of municipalities and to determine the possible impact of a emergency situation. Using ARIS Business Simulator, simulations of the potential effects from a variety of pandemic scenarios on the local government will be created, identifying weaknesses in the contingency plan in order to make the necessary adjustments. Upon completion of the project, the results will be made available to all employees to ensure that they react quickly in the event of an emergency.
Another objective is to ensure that the IT environment will be able to automatically detect when a crisis occurs and adapt the processes throughout the entire organization accordingly. To this end, IDS Scheer and IBM are working together to create an interface between the ARIS Platform, which defines the process workflows and the IBM WebSphere platform, which executes the processes.
"Based on this GenoPlan, we will be able to react quickly and in the best possible way to crisis situations in the future. We chose IDS Scheer as our project partner because they have worked with municipalities, public authorities and organizations on a number of other projects and have demonstrated significant industry expertise in defining, implementing, measuring and documenting critical processes," explains Armand Schulz from the University of Paderborn.

"We are very proud to be given another opportunity to demonstrate our extensive expertise of the public administration sector and to work with our project partners in developing new solutions. It is highly conceivable that these initial solutions, which combine a process roadmap, process expertise and adapted software components, can be developed further and used for public authorities as well as companies in the future," states Josef Bommersbach, Member of the Executive Board of IDS Scheer AG.
