ARIS Platform helps researchers in developing a generic contingency plan to ensure that local governments are still able to function in the case of a pandemic
A pandemic is generally an outbreak of disease that spreads quickly and infects a large number of people. This poses a risk to companies and public organizations as they may find it difficult to function due to the high rate of employee absenteeism and illness. As part of the "Research for Civil Security" program, the Federal Ministry of Education and Research is assisting the German government with a joint project, whereby IDS Scheer AG, the city of Dortmund, IBM Deutschland GmbH, Ulm University Medical Center, the University of Paderborn and the Robert Koch Institute are developing a contingency plan to be used in a variety of different crisis situations.
Using the city of Dortmund as an example, an emergency plan shall now be drafted, which can later be passed on as a best practice solution to other local governments, organizations and companies in Germany. IDS Scheer AG is primarily responsible for creating a process roadmap. First of all, ARIS Business Architect is used to identify the core processes of municipalities and to determine the possible impact of a emergency situation. Using ARIS Business Simulator, it is possible to simulate the effect of a variety of pandemic scenarios on the local government, identify any weaknesses during an emergency scenario and make the necessary adjustments to the contingency plan. Upon completion of the project, the results will be made available to all employees to ensure that they react quickly in an emergency situation.
A further objective is that the IT environment will be able to automatically detect when a crisis occurs and adapt the processes throughout the entire organization accordingly. IDS Scheer and IBM are therefore working together to create an interface between the ARIS Platform, which will define the process workflows and the IBM WebSphere platform, which executes the processes.

We chose IDS Scheer as our project partner because they have worked with municipalities, public authorities and organizations on a number of other projects and have demonstrated significant industry expertise. Moreover we can get the combination of of process definition, modeling, implementation and control from a single source," explains Armand Schulz from the University of Paderborn.
