JICA Signed Japanese ODA Loan Agreement with Iraq-Support for Waterworks and Sewerage Infrastructure to Improve Living Environme

  • 1. On March 17, JICA President Sadako Ogata signed two agreements with the government of the Republic of Iraq to provide Japanese ODA loans for up to 36.47 billion yen. Including 10 Japanese ODA loans from JICA in the past, this brings the total figure to 276.83 billion yen for 12 projects to support reconstruction in Iraq.
  • 2. The first project is theWater Supply Improvement Project in Kurdistan Regionwhich will provide new water intake and water treatment facilities, expand currents ones, and improve the water distribution equipment in the autonomous Kurdistan Region of Iraq, ensuring a safe, stable water supply. Cities targeted for this project are Halabja and Sulaimaniya City in Sulaimaniya Governorate, Erbil in Erbil Governorate, and Dohuk in Dohuk Governorate. The other project is theBaghdad Sewerage Facilities Improvement Project (Engineering Services (E/S)), targeting the Karkh District of Baghdad. By expanding the wastewater facilities, replacing the aging pump stations and providing other improvements, the project will improve the quality of water in the Tigris River and alleviate flooding, improving the sanitation of Baghdad.
  • 3. Due to frequent conflicts, the functionality of Iraq's basic infrastructures such as the water networks and sewer systems has been greatly compromised. Additionally, proper maintenance and management have not been implemented for many years, leading to facilities and equipment that is deterioration and aging, which create an inferior living environment for the Iraqis. The Kurdistan Region in northern Iraq, home to the Kurdish people who were oppressed by the former Hussein regime, has received almost no infrastructure investments for some time. The loans provided in this agreement are targeting such problems in Iraq by working on water networks and sewer systems as critical socioeconomic infrastructures that will directly improve the lives and sanitation of people. These loans will contribute to reconstruction in Iraq and the peace-building process by medium- to long-term social and economic stability
