Former Housing Predictor.com editor Mike Colpitts forecasts the 25 best U.S. housing markets for Money Journal, enabling consumers to make better choices and see where home values are going during the New Year. More than a dozen states are represented by cities that have been selected.

Despite struggles with the economy, the highest number of cities in more than six years are projected to experience housing inflation in 2013. An increasing number of cities are forecast to experience stabilizing factors during the year with growing signs of improvement in much of the U.S.

However, there are also still real estate markets that will experience housing deflation as the nation struggles to recover from the worst downturn in real estate in decades. Real estate markets across the country are reeling from declining home prices as the nation deals with the unprecedented foreclosure crisis. More than 7-million homes have been foreclosed. However, the foreclosure epidemic has also produced a bargain basement buyers market, which hasn't been seen in decades.
