NARUC President Wright Appoints Indiana's Ziegner as Treasurer

WASHINGTON—National Association of Regulatory Utility Commissioners President David Wright of South Carolina appointed Commissioner David Ziegner of Indiana to serve as the Association’s Treasurer.


Commissioner Ziegner will replace outgoing Treasurer Colette Honorable of Arkansas, who was elected Second Vice President of the Association.



As Treasurer, Commissioner Ziegner is responsible for overseeing the Association’s budget and the development and implementation of financial policies and procedures. In this role, he will also serve on the NARUC Executive Committee, the Board of Directors and as Chairman of the Association’s Investment and Audit committees. NARUC’s Executive Committee consists of the Association’s chief officers—President, First Vice President, Second Vice President, and Treasurer—and additional members to ensure that each NARUC region is represented.

“Commissioner Ziegner is the consummate team player,” said President Wright. “He is answering the call to serve his members in an important position for the Association. He has a wealth of experience and will be a critical part of our leadership team. I also want to applaud Commissioner Honorable for her tireless work, which, for the benefit of NARUC and consumers across the country, is continuing at a high level.”

“I am honored to be appointed as Treasurer by President Wright,” Commissioner Ziegner said. “This is a crucial time for the Association and regulation in general, and I look forward to working with my colleagues in this leadership position.”

Commissioner Ziegner was first appointed to the Indiana Utility Regulatory Commission in 1990, and has been reappointed six times. He has served NARUC in multiple capacities, most recently as Co-Vice Chair of the Committee on Electricity, past Chair of the Subcommittee on Clean Coal and Carbon Sequestration, and as a member of the Mid-America Regulatory Conference. In addition, Commissioner Ziegner was also former chairman of the Advisory Council of the Center for Public Utilities at New Mexico State University and a member of the Consortium for Electric Reliability Technology Solutions (CERTS) Industry Advisory Board. He is a former member of the Advisory Council of the Electric Power Research Institute (EPRI).

Commissioner Ziegner is a native Hoosier. He earned his B.A. in history and journalism from Indiana University in 1976. He obtained his J.D. degree from the Indiana University School of Law in Indianapolis in 1979 and was admitted to the Indiana Bar and U.S. District Court in that same year.

NARUC is a non-profit organization founded in 1889 whose members include the governmental agencies that are engaged in the regulation of utilities and carriers in the fifty States, the District of Columbia, Puerto Rico and the Virgin Islands. NARUC's member agencies regulate telecommunications, energy, and water utilities. NARUC represents the interests of State public utility commissions before the three branches of the Federal government.
