Idox Group's elections division (Idox Elections) has successfully been appointed as a supplier by the Norwegian Ministry of Local Government and Regional Development (KRD) to deliver electronic counting solutions for the country's nationwide elections.

The contract will see KRD work alongside Idox Elections, who will advise on best procedures to implement electronic counting to support Norway's electoral periods of 2013-2017.

Achieving the top technical score, Idox Elections will provide:

  • administration support to ensure that all ballot papers' are compatible with the electronic counting solution
  • nationwide support for municipality staff
  • hardware equipment to further improve efficiency at count centres
  • installation and deployment of software and all other associated updates

Understanding the full width and depth of KRD's needs, Idox Elections used its triumphant experience at the Scottish local election to demonstrate its ability to oversee a large-scale deployment of electronic counting. As a first of its kind, the Scottish local election included all 32 local authorities using Idox Elections' software and services to accurately process 1.6 million ballot papers.

Commenting on KRD's decision, Siobhan Donaghy Head of Commercial at Idox said: "An election can place very high demands on any system, in particular maintaining confidentiality and integrity.

We are delighted to secure the opportunity to work alongside KRD to assist with the Norwegian general election in September 2013 and beyond. Our 23 years' of experience will help KRD to meet its strategic objectives to roll-out electronic counting. I also believe this decision has placed Idox Elections in the right direction to broaden our customer base internationally, whilst continuing to meet our UK customers' needs".

Background information about KRD
In 2011, KRD used scanning software to count ballot papers in a number of municipalities. An evaluation of the project showed that voters had high confidence in the new election process and KRD decided to expand the use of electronic counting services across Norway.
