In a bid to facilitate smooth flow of traffic and avoid uncalled for congestion on roads, lanes and by lanes of Delhi during forthcoming Common wealth Games events,

The Associated Chambers of Commerce and Industry of India (ASSOCHAM) has suggested to governments within the NCR to notify introduction of flexi hours system for its working populace.

The proposal to this effect has been rooted to Commonwealth Games Organizing committee and state governments of Delhi, Uttar Pardesh, Haryana and Rajasthan to relive working population with in NCR of their normal routine working hours as it will disrupt flow of traffic and create chaos, confusion and unnecessary traffic snarls.

The notification should be issued now by authorities concerned and its compliance be also ensured with insertion of penalty clause in case of it’s violation so that working population and their employer accordingly plan for it now as majority of them simultaneously would also like to watch the games either physically being present in stadia as also work from home without sacrificing their productivity.

The Secretary General, Mr. D S Rawat said that during the CWG, 85 lakh-strong working population of Delhi and NCR can make use of flexi hours system and avoid using public transport for commuting between their homes and offices and prevent traffic jams both in peak and normal hours. This will relive NCR of traffic congestion pains and release huge tension built ups. Since over 145 lakh vehicles in Delhi and NCR which on an average ply on its roads, lanes and by lanes.

Flexible scheduling is an arrangement whereby an employee is involved in selecting their own work hours, and sometimes workdays. The companies should offer the flexible working hour during core business hours.

The XIX Commonwealth Games (CWG) will be held in Delhi between October 3rd-October 14th and the closing ceremony of the CWG has already been declared as a holiday but also shift work hours away from peak traffic hours, so as to reduce traffic congestion and the commuting time should also be considered as proposed by the ASSOCHAM said Mr. Rawat.

The environmental and community impacts of widespread flexible hours include decreases in traffic congestion, air pollution, parking problems and energy consumption.

Employees carpool can also save and earn in this arrangement; they can save on gas and car maintenance.  Environmentally, carpooling cuts down on vehicle emissions, gas consumption, and traffic congestion. Finally, though it is less common and reduces the expected benefits associated with carpooling.

According to chamber, the ability to work flexible hours is the most important employment gift for employee during the commonwealth games. During morning peak hours (which begin at 7 am) office-goers take 2.5 to 3 hours to reach their places of work through public transport. The maximum load is on Delhi-Gurgaon, south, north, east Delhi, Noida and Ghaziabad roads. In the evening, the peak hours start at 5.00 pm, again taking them 2.5 to 3 hours to reach their home.

It is about allowing employees to shift their work schedule by an hour or so. Employees who work flextime or compressed workweek still work the same number of hours a day/week as they always have. A compressed workweek is when employees work their allotted weekly hours in fewer days and, in so doing, generate non-working days. Examples would be a four-day workweek or working nine days in two weeks for an extra day off. The benefits of working flextime or a compressed workweek are many like less traffic congestion, less people commuting during rush hour means fewer cars on the road and fewer cars means less idling and fewer harmful emissions.
