Should Congress Defund Planned Parenthood?

Today we’re looking further into one of the most horrific scandals we’ve seen in years –Planned Parenthood’s sale of organs and even intact babies that they acquire through abortion.

Years ago, PRI Blew the Whistle on Planned Parenthood’s use of Manual Vacuum Aspirators to Harvest Organs.

Jonathan Abbamonte reports.

By now you’ve heard of the videos exposing the barbaric practices of Planned Parenthood, cutting babies up and selling their various organs for profit. You might even have seen some of the videos – as of today, there are five.

Last week we talked about Doctor Mary Gatter, President of Planned Parenthood’s Medical Directors’ Council. PRI researcher Jonathan Abbamonte explained recently how Gatter is willing to put women’s lives at risk in order to make more money for the organization and for herself.

As Gatter explains, “I wouldn’t object to asking Ian, who’s our surgeon who does the cases, to use an Ipas [manual vacuum aspirator] at that gestational age in order to increase the odds that he’s going to get an intact specimen.”

“Intact specimens”, you see, are worth more money. And Planned Parenthood gets them by using a device that regular readers of our PRI Review are all too familiar with: a manual vacuum aspirator.

Manual vacuum aspirators are murderous machines used to abort babies between three and fourteen weeks gestation. They are large, unsophisticated syringes operated by hand that work by suctioning the fetus from its mother’s womb. The baby’s delicate body is crushed and sliced as it is aspirated through a long cannula. After the abortion procedure, the baby parts are emptied into a bowl of water or vinegar and inspected to insure that all pieces are there and accounted for. One must wonder how a “doctor” can justify abortion as he – or, all too often, she -- inspects baby parts floating in a pool of vinegar.

Manual vacuum aspiration is perfect for preserving more organs intact for harvesting. That’s why Gatter refers to MVA in this gruesome video as a “less crunchy technique.”

Manual vacuum aspiration devices are used particularly in developing countries because they can be used without electricity. Since the devices require little training to operate, they are often used by non-physician abortion providers. Their small price tag and portability allow them to be widely distributed in remote locales, often in areas with poor sanitation and poor healthcare.

PRI has long documented the use of MVAs in developing regions. Unsterilized reusable MVAs have undoubtedly contributed to the spread of AIDS in Africa and STDs worldwide. The painful MVA procedure is often done without anesthesia – in fact, a PRI investigation showed that dangerous method was being used at the Marie Stopes clinic in Kenya.

MVA devices have been reported to be used up to sixteen weeks gestation under the guise of “menstrual regulation” and “post-abortive care” – the abortion advocate’s code words for first trimester abortion in countries where abortion is illegal or largely restricted.

Planned Parenthood would stand to benefit financially from switching to MVAs. Electronic vacuum aspiration equipment is far more expensive than MVA devices. Some researchers argue MVAs can be done in the doctor’s office, saving the cost of investing in expensive operating rooms. Dr. Alisa Goldberg concludes her study comparing MVA and VA procedures by saying as much, “Whereas purchasing an electric vacuum machine requires a large initial investment, the manual aspiration equipment is inexpensive...These factors, together with the simplicity of use…could increase the number of physicians who offer abortion to their patients in an office setting.”

Surprisingly, MVA devices are not subject to FDA approval. PRI years ago tried to have the FDA pull the MVA abortion devices off the market but the FDA would not budge. In fact, they would not even subject MVAs to the same safety standards required of all other medical devices on the market. The FDA gives the manufacturers and the abortionists free rein with virtually no oversight.

Abortion is the most dangerous medical operation in existence – at least one of the patients always dies. And yet abortionists are the least regulated and least inspected practitioners in all of medicine.

While the FDA has refused to review the device for safety, a number of adverse reports have been filed with the federal regulatory organization - including a report of uterine perforation and even death.

You might be surprised to learn that the lead manufacturer of MVA devices, Ipas, is not even a pharmaceutical or medical device company.

No, it’s an international abortion advocacy organization. Ipas declares on its own website that it is dedicated to expanding “comprehensive abortion care.” The abortion activist organization says, and I wuote, that it is “work[ing] with nations’ ministries of health to interpret laws governing abortion in the broadest terms possible and to write standards and guidelines for abortion care accordingly to ensure access for as many women as possible.” In other words, the MVA device manufacturer is actively involved in pressuring independent nations into loosening restrictions on abortion and in finding loopholes in the law to increase access to abortion.

PRI blew the whistle years ago on Ipas’s deceptive practice of distributing miscarriage-inducing Misoprostol to women in South American countries where elective abortion is illegal. When women report to their doctors, hemorrhaging from the drug, the physician completes the abortion procedure under the guise of treatment for a spontaneous miscarriage.

Ipas claims to have distributed over 800,000 reusable manual vacuum aspirator devices worldwide. Ipas asserts that this is enough to commit 20 million abortions.

One of Ipas’s leading donors, not surprisingly, is the Planned Parenthood Federation of America (PPFA). In fact, Planned Parenthood is the largest abortion provider in the United States accounting for about one-third of all clinical abortions.

During its fiscal year 2013-2014, Planned Parenthood committed 327,653 abortions, roughly the equivalent of the population of St. Louis, Missouri. At this figure, Planned Parenthood aborts children at a rate of 37 every hour. Meanwhile, the International Planned Parenthood Federation (IPPF), aborts over 1 million children every year worldwide.

PPFA receives approximately $500 million every year in federal and state grants and reimbursements. Half a billion tax dollars are funding the largest abortion provider in America every year.

Americans overwhelmingly disapprove of Planned Parenthood’s selling of fetal body parts. A recent Rasmussen poll indicates that only 25 percent of likely voters find the practice permissible.

Planned Parenthood’s abortion business is out of touch with public sentiment. The most recent Gallup poll on late term abortion indicates that 64 percent of Americans believe that abortion should be illegal in the second trimester and 80 percent believe it should be illegal in the third trimester. Many Planned Parenthood clinics provide abortions after the first trimester.

Americans should not be forced to subsidize an organization that sells fetal body parts for profit and procures late term abortions. An abortion giant like Planned Parenthood does not need our taxpayer dollars.

Dr. Gatter can be seen at the end of the video bartering for maximum profit while settling on a price that doesn’t look suspicious. “Let me just figure out what others are getting, and if this is in the ballpark,” Gatter says, “if it’s still low, then we can bump it up. I want a Lamborghini.”

Segment two

Let’s take a closer look at how this all got started.

Frankly, it’s not going to be easy to pull the plug on the government trough that gives half a billion dollars to Planned Parenthood every year.

First of all, let’s not be fooled: while you can’t be a Democrat these days without supporting abortion, there are many Republicans – we used to call them “Rockefeller Republicans”, didn’t we? – well, many of them harbor a deep-seated antipathy towards population growth in what they have called the undesirable races. And we know that abortionists target black babies more than those of any other race.

President Richard M. Nixon knew that too. For a little history, here are his words, on the day after Christmas, 1970, from his comments after signing into law the Family Planning Services and Population Research Act of 1970.

“ON JULY 18, 1969,” Nixon said, “I called for a national commitment to provide adequate family planning services within the next 5 years to all those who want them but cannot afford them.”

And then the Republican Nixon pointed out something we cannot forget:

“It is noteworthy, he said, “that this landmark legislation on family planning and population has had strong bipartisan support.”

That came from White House tape 697/29 March 30, 1972 – one of hundreds of tapes that were made public during the Watergate investigations two years later.

Nixon wasn’t finished. On April 3, 1972, he told aides that, and I quote, “A majority of people in Colorado voted for abortion, I think a majority of people in Michigan are for abortion, I think in both cases – well certainly in Michigan – they will vote for it because they think that what’s going to be aborted are the little black bastards.”

If that wasn’t enough, a little later that same day, Nixon added, “As I told you, we talked about it earlier – that a hell of a lot of people want to control the negro bastards.”

“And you know what we’re talking about – population control. We’re talking really – and what John Rockefeller really realizes, look the people in what we call our class controls – their populations.”


By the way, “class controls” means blacks. And John D. Rockefeller the Third was population control’s most ardent champion.

So folks, the Democrats might be hopeless, but we have to remember that the GOP also has a very tenuous record regarding abortion.

Over the years, Democrats realized that they couldn’t get elected without becoming proabortion; at the same time, many Republicans realized they had to vote prolife to stay elected…however they felt about the issue.

Well, what does it mean to vote pro-life? There’s a big difference between spearheading pro-life legislation from day one and building a coalition to support it, and then gathering votes one by one, as opposed to walking onto the Senate floor with a minute to go and voting “aye” – and never lifting a finger to help.

The Planned Parenthood videos have had a seismic impact on the national cultural and political landscape, in spite of the attempts of the abortion-friendly major media to spike the story and bury it under pictures of Cecil the lion.

But remember, Planned Parenthood has been in business for a long time. The Big Media supports them without fail, and they are a major voting bloc for the Democrat Party.

So it wasn’t surprising that William Orrick, a federal judge who had raised over $200,000 dollars for the Obama campaign, came to Planned Parenthood’s rescue. Orrick issued a temporary restraining order prohibiting the release of further videos, because they might cause “irreparable injury” to the National Abortion Federation.

You bet they should! The videos were taken at the public convention of at the National Abortion Federation, and they are as damaging as the earlier videos are.

Of course, Orrick missed the irony – he failed to mention the “irreparable injury” that abortion inflicts on the baby.

You might ask, what is a political hack and a major donor doing on the federal bench? Aren’t they supposed to be made ambassador somewhere where they can’t do any harm?

Well, that used to be the case, in both parties, but the Obama administration and former Secretary of State Hillary Clinton made it a point instead to send homosexuals abroad to raise rainbow flags above U.S. embassies all over the world.

According to a State Department spokesman, these ambassadors “will export our values of equality and tolerance,” and “promote greater justice beyond our borders.”


Now, we must bear in mind that Obama doesn’t intend to use only the federal bench to pervert justice.

Take the Internal Revenue Service.

IRS Commissioner, John Koskinen, a longtime Democrat activist, recently appeared before the Senate Committee on the Judiciary. That’s the same Koskinen who has stonewalled and covered up for the IRS assault on conservative organizations during the 2012 campaign, successfully contributing to the reelection efforts of the Obama campaign.

In advocating same sex marriage bfore the Supreme Court, Obama’s Solicitor General, Donald Verrilli, told the court that Christian schools and other tax-exempt institutions opposed to gay marriage ould lose their IRS tax exemption.

When Koskinen testified before the Senate Judiciary Committee, Senator Mike Lee, Republican of Utah, asked him if he shares Verrilli’s view.

Koskinen darkly answered, “not at this time.”

Well, folks, time flies, and there’s no doubt that Koskinen meant to send a message that he was leaving the door wide open for a frontal assault by the IRS on tax-exempt institutions like the Catholic Church and Christian schools in the future.

The Obama administration is a disaster at administering the government, but it is a master at political manipulation and attack. Its modus operandi is to attack its opponents in every direction possible from hundreds of power centers scattered throughout the massive federal bureaucracy.

We might call it death by 1000 bureaucrats.

The simple fact is that these lawless attacks will continue until the perpetrators are stopped. They will certainly not stop themselves. It is against the nature of their power lust.

And only Congress can stop them.

The Founding Fathers intentionally gave Congress the ultimate power to curb a renegade judicial branch. Article 3, section 2, of the Constitution allows Congress to limit the jurisdiction of the federal courts, giving Congress the means to shut down for good the meddling of the courts in issues such as family, abortion, contraception, euthanasia, and the like.

Moreover, the Congress also has the power to shut down a criminal executive branch like that we have today. Congress has the power of the purse – and can defund Planned Parenthood, as well as all the other renegade operations that are out of control in the Obama administration.

However, if it takes the lead, the Congress is going to have to brace itself for the hue and cry, that will come, whipped up by an Obama-friendly media frenzy, warning us all of the dire consequences of a government shutdown.

So here’s the bottom line: in matters of population control and in control of the executive and the judiciary, Democrats in the Congress can be depended upon to act in unison to defend the criminal activity.

Unfortunately, not all Republicans can be depended upon to defund it.

The malicious and bipartisan forces that Richard Nixon applauded still wield a powerful influence, as well as untold billions that crony capitalism has bestowed upon them.

Already, groups and individuals have had to spend tens of millions of their own money to defend themselves against the HHS mandate and, now, attacks by homosexual foundations bent on setting them up and closing their businesses down.

Yes, several foundations dominated by homosexuals are donating millions more to attack every institution and individual who does not bend their collective knee to the god of sodomy.

Only Congress can stop this, and restore balance and order to the halls of justice. These powers belong with the states, and that’s where these issues should be decided.

PRI’s Jonathan Abbamonte has more on the grisly Planned Parenthood video story.

Planned Parenthood’s alleged undercover sale of fetal body parts is making abortion advocates desperate. They know that for-profit participation in fetal organ trafficking is indefensible in the public eye, so instead of engaging the debate, they are attempting to silence it.

A series of videos produced by the Center for Medical Progress (CMP), giving the public an inside look into Planned Parenthood’s grisly abortion business, have garnered over 5.7 million views. They have sparked ongoing investigations of Planned Parenthood in Congress and in 9 states.

StemExpress, the for-profit company that allegedly acted as the middleman for Planned Parenthood’s alleged organ harvesting practice, is beginning to feel the pressure from an outraged American public.

On July 29, StemExpress filed a lawsuit against CMP with the Los Angeles Superior Court, accusing them of violating wiretapping laws. The judge placed a restraining order on CMP, preventing them from releasing any of the incriminating videos featuring high-ranking StemExpress officials until a hearing on August 19th.

A statement released by David Daleiden, founder of CMP, responded to the court order saying:

“StemExpress…is attempting to use meritless litigation to cover-up this illegal baby parts trade, [and] suppress free speech…their initial petition was rejected by the court, and their second petition was eviscerated to a narrow and contingent order...The Center for Medical Progress follows all applicable laws in the course of our investigative journalism work and will contest all attempts from Planned Parenthood and their allies to silence our First Amendment rights and suppress investigative journalism.”

Only hours after the Court issued its order against CMP, yet another video surfaced, this time featuring Dr. Savita Ginde, Vice President and Medical Director of Planned Parenthood of the Rocky Mountains.

Referring to the procurement and sale of fetal tissue, Ginde explains, “If you have someone in a really anti state that’s going to be doing this for you, they’re probably going to get caught.”

“He’s got it figured out,” Ginde says, speaking about her attorney, “that he knows that even if, because we talked to him in the beginning, you know, we were like, ‘We don’t want to get called on,’ you know, ‘selling fetal parts across states.’”

The shocking videos exposing Planned Parenthood’s abortion business have even garnered attention overseas. In Ireland, Independent Mattie McGrath called on Irish Family Planning Association (IFPA), the International Planned Parenthood Federation (IPPF) affiliate in Ireland, to distance itself from IPPF. McGrath demanded that IFPA clarify its position on fetal organ harvesting.

“The IFPA…must immediately condemn these actions and make it explicitly clear that it does not support the manipulation of abortion procedures for the purposes of maximizing monetary profit by trading in human body parts,” McGrath wrote in a statement on his website.

Sean Cardinal O’Malley, Archbishop of Boston and Chairman of the Committee on Pro-Life Activities of the U.S. Conference of Catholic Bishops (USCCB), released a statement, declaring that abortion and fetal organ harvesting “fail to respect the humanity and dignity of human life.”

As more details about the sordid abortion industry are made public, some Republicans in Congress are taking steps to ensure taxpayers aren’t footing the bill for Planned Parenthood. Just before its August recess, a majority of senators voted for a bill which would prohibit Planned Parenthood from receiving any federal funding. This time around, supporters failed to reach the filibuster-proof number - 60 votes.

But this fall, Senate Majority leader Mitch McConnell, Republican of Kentucky, can bring up the measure again as an amendment to a must-pass appropriations bill, where only a simple majority is needed for passage.

At that time, the legislation will become law unless Obama decides to shut down the government to keep the Planned Parenthood baby butcher shop open for business.

There is sure to be a battle this fall. In the meantime, we’ll be keeping up with all the population news right here, so be sure to tune in next week.
