Ray H. Darling, Jr., Executive Secretary of the Review Commission, Retires

John X. Cerveny Named Acting Executive Secretary

Ray H. Darling, Jr., Executive Secretary of the Occupational Safety and Health Review Commission, retired effective January 2, 2014, after more than 41 years of public service. Mr. Darling had been Executive Secretary at the Review Commission for more than 36 years. John Cerveny, Deputy Executive Secretary, has been appointed Acting Executive Secretary effective today, January 13th, 2014.

According to Review Commission Chair Thomasina Rogers, "Ray Darling has served the Commission with dedication for the last 41 years. He has been a great source of institutional knowledge and wise counsel throughout my tenure. I wish Ray the best in his well-deserved retirement."

Mr. Darling began his service at the Review Commission in 1972 as an attorney advisor to Commissioner Alan F. Burch, and he subsequently served as attorney advisor to Commissioner Timothy F. Cleary. In 1977, then Chairman Cleary appointed Mr. Darling to serve as Executive Secretary for the Commission, a position he held until his retirement. As Executive Secretary, Mr. Darling supervised the docketing of employers' contests of citations issued by the Occupational Safety and Health Administration (OSHA). He also supervised the filing of documents before the Commissioners, and advised them with respect to various issues.

Mr. Darling earned a Bachelor of Science in Electrical Engineering and a Juris Doctor from the University of Wyoming. He also earned a Master of Science in Technology of Management from The American University.

Mr. Darling is a native of Minnesota. He and his wife currently reside in Arlington, Virginia.

John X. Cerveny began his legal career with the Review Commission in 1987 as an attorney advisor in the Office of the General Counsel. In 2006 he became the Deputy Executive Secretary for the Commission.

Mr. Cerveny received his Bachelor's degree from Emory University and his Juris Doctor from William & Mary Law School. He is admitted to the Virginia and District of Columbia Bars and is admitted to practice before the U.S. Court of Appeals for the Fourth Circuit.

Mr. Cerveny is originally from Baltimore, Maryland. He and his wife currently reside in Potomac, Maryland with their two children.
