It offers drawing tools such as Line, Pencil, Pen, Oval and Rectangle, advanced editing tools like Transform and Reshape, and professional language like Action Script. Furthermore, you can export flash files into diverse formats, such as swf, avi, and gif.

123-banner [Online/remove ads in Premium Area (€5,99 ~ €24,99)]

123-banner is used to create flash banners online. It provides 56 templates in different sizes. You can choose one template and modify the texts and colors (some templates are allowed to insert your local image files), and then you will be asked to enter the URL address which the banner is ready to link to, after submitting, you will get your flash banner maker with its ad button at right foot there, and if you want to get rid of the ad button, you have to pay for it. BannerSnack is also used online. To create flash banner with BannerSnack, you have to get a account for facebook, google or gmail firstly, and the converted banner will generate embedded code, download link and direct link which is used to paste into your facebook and something related, but the code and download link are both charged (The solution can be used freely, but premium download options are available for 4 points/export (about $4). BannerSnack offers 200+ templates and 20+ fonts, provides hundreds of resources for images, icons and buttons, and supports adding images and animation effects.

Anim-fx [Shareware/$27.00]

Anim-fx is free-to- use software for making banners. It provides 72 different flash intros, and you can modify the texts, colors and urls with Anim-fx, what’s more, Anim-fx supports sound effects and loop effect. However, the free version of the program does not support exporting and saving files, which is actually meaningless for making banners.

On the whole, all the flash banner makers are easy to use, and they all rely on templates.
