Spain's Junta de Castilla y León Streamlines Benefits Delivery for Dependent Care with IBM ILOG JRules
IBM ILOG JRules Helps Determine Benefits Included in a New Law and Manages Applicants’ Paperwork
MADRID – April 1, 2009ILOG, an IBM Company (NYSE: IBM), today announced that Junta de Castilla y León, the government of the Castilla y León region in Spain, will be helping its citizens gain quicker access to benefits of a new dependent care law through the use of a new system built aroundIBM ILOG JRules. The new system will be used to manage eligibility requirements and provide access to services such as home help or nursing home admissions and to manage all applicant documentation.
Spain’s dependent care law came into effect in 2007 and introduced new social benefits for dependent people, along with a series of complex eligibility criteria based on different levels of dependence (severe dependence, serious dependence and moderate dependence). To better respond to the new law, Junta de Castilla y León wanted to streamline benefits delivery and decided to implement IBM’s FileNet P8 business process management system and the ILOG Business Rule Management System (BRMS) system to fully automate the process for managing eligibility criteria.
IBM ILOG JRules allows all the rules needed to manage eligibility to be processed from a single platform. Policy managers are now able to access business rules through a Web-based interface to revise, modify, test and publish them. The new IBM ILOG BRMS system has also improved employees’ productivity at the regional agency helping them to process the large number of cases resulting from the new law and handling most of the paperwork automatically, allowing staff to focus on exceptions.
“The BRMS is a key component for improving the agility of our IT architecture and complying with internal and external regulations,” said José María Molina, IT director of social services at the Junta de Castilla y León. “We chose IBM ILOG JRules for its wide scope of functionalities, robustness, ease of use and integration with other systems.”
During the next phase, Junta de Castilla y León will integrate business rules into all of its applications as part of its global project to modernise its technological infrastructure, called Social Services Unified Access System (SAUSS in Spanish).
