8/22/2013 - OFCCP Rescinds Directive 261 and Discontinues Recognition Program

Office of Federal Contract Compliance Programs’ (OFCCP) Directive 312, dated August 6, 2013, rescinds an earlier Directive 261, Exemplary Voluntary Efforts (EVE), Exemplary Public Interest Contribution (EPIC), and the Secretary of Labor’s Opportunity Awards.
These programs had been OFCCP’s means for recognizing federal contractors and community-based organizations that exemplified “the agency’s mission of promoting equal employment opportunity and affirmative action in strategic and creative ways.” However, Directive 261 was deemed obsolete as a result of the Paperwork Reduction Act—which eliminated the authorization to collect the information related to these award programs.
According to Directive 312, OFCCP is “exploring innovative ways of recognizing federal contractors and community-based organizations for their efforts in promoting equal employment opportunity and affirmative action,” and the agency will issue guidance in the near future.
