BEREC databases of numbering ranges for value-added services and means of access to emergency services for roaming users


A single Union-wide database of numbering ranges for value-added services (VAS) in each Member State is a database that includes numbering ranges, which might incur higher charges.

What are these databases?

 

A single Union-wide database of numbering ranges for value-added services (VAS) in each Member State is a database that includes numbering ranges, which might incur higher charges.

The database serves to protecting roaming customers from incurring additional costs, when using VAS in visited Member States. Besides, it ensures access to emergency services for users, while roaming in the EU.

 

A single Union-wide database of means of access to emergency services (including public warning mobile applications ) contains data of public warning mobile applications in Member States, where they are deployed, and are reported to the database. It is mandated in each Member State and should be technically accessible and usable by the roaming customers by 31 December 2022, According to Article 15 of the Roaming Regulation.

 

BEREC is required to establish and subsequently maintain both databases, according to Article 16 of the Regulation (EU) 2022/612 of the European Parliament and of the Council of 6 April 2022 on roaming on public mobile communications networks within the Union (Roaming Regulation).

 

Who will use these databases?

 

Pursuant to Article 16 of the Roaming Regulation, the databases shall be made accessible to operators, national regulatory authorities and, where applicable, to other competent authorities; however, as a transparency measure, BEREC made the databases publicly accessible. According to the Article 24 of the Regulation the obligations of roaming providers to provide information about numbering ranges for value-added services and information about alternative means of access to emergency services shall apply from 1 June 2023. This means that operators are requested to provide this type of information to roaming consumers by 1 June 2023 at the latest.

 

Who provides info into the databases?

 

Pursuant to Article 16 of the Roaming Regulation, national regulatory authorities or other competent authorities shall provide necessary information and relevant updates to BEREC by electronic means without undue delay.

BEREC developed and maintains the databases as required by the Roaming Regulation, which serves as an information depository. All the data included in the databases are validated by the relevant national authorities.

 

What is next?

 

While the databases are publicly available online as of the end of 2022 BEREC will finetune the databases based on experience till June 2023.
